Recent attention has focused on "repurposing" and redirecting agricultural support programs towards achieving environmental, climate and nutritional outcomes. Under these proposals, typically equivalent levels of subsidies and other forms of government support would be focused on the reducing GHG emissions, environmental externalities and other broader public policy objectives such as improving nutrition. But questions arise as to whether new support programs would necessarily be consistent with WTO disciplines. This paper examines various measures aimed at reducing GHG emissions including imposition of carbon standards and taxes, border measures to reduce slippage, and so-called "Climate Smart" domestic support measures and considers how such measures comport with WTO trade rules.

In 2019 almost 45 million immigrants lived in the United States, or about 13.7% of the total population, approaching the record high of 14.8% in 1890. Of that total, about 77% are lawful residents (either nat-uralized, permanent residents, or temporary residents), and the difference (about 23% or 11 million per-sons) are illegal immigrants. Both in the case of legal and illegal immigrants, the largest percentage is from Mexico (24% of the legal immigrants and somewhat less than 50% of the illegal ones, but those percentages have been declining since the mid-2000s). About 20% of the illegal immigration living in the US in 2017 came from Central America, principally El Salvador, Honduras and Guatemala (Ameri-can Immigration Council, 2021 and Passel and D’Vera Cohn, 2019). Overall, these three countries are the origin of about 3.3 million immigrants (legal and illegal) in the US in 2019 (Babich and Batalova, 2021).

Food systems are at a critical juncture—they are evolving quickly to meet growing and changing demand but are not serving everyone’s needs. Building more inclusive food systems can bring a wide range of economic and development benefits to all people, especially the poor and disadvantaged. IFPRI’s 2020 Global Food Policy Report examines the policies and investments and the growing range of tools and technologies that can promote inclusion. This book presents essential insights on the interaction between rising risks and raising the bar for resilience during the climate crisis. Its timeliness lies in applying important findings on risk and resilience to runaway climate change. When risk and resilience are brought together in the context of climate catastrophes, three key messages emerge. The first is that accounting for the root causes of these calamities, and not just their symptoms, is essential to slowing the spike in these events. It is therefore vital to link carbon emissions from human activity to the sharp rise in climate disasters globally. The second is that growth economics and policy must factor in the failure of governments and businesses to tackle spillover harm from economic activities, as seen dramatically with global warming.
