This text is oriented toward planning police operations in the public sector, but will be usable by other public officials as well as some private sector police operations. It addresses police threat assessment of, vulnerability assessment to, defense against and response to attacks by special weapons of mass destruction in a civilian setting. These include chemical, biological and radiological attacks. It begins with a review of the policy and legal issues pertaining to special weapons and of the pertinent counter-terrorist response considerations discussed in the author's other book, POLICE ANALYSIS AND PLANNING FOR VEHICULAR BOMBINGS. It continues with assessment of the various types of special weapons of mass destruction and the terrorist's ability to make and use them, a historical review of significant incidents for each of the major subcategories of weapons, the limitations of police response operations in the United States, and defense response to this form of attack. It concludes with commentary on actions that may be needed if this threat continues to develop in the United States. Hopefully, this text will be of benefit to those officers and officials that have never had to confront this type of problem, and will help build the skill and psychological preparation for battle that prevents the attack and enables effective response.

In 2011 the Government committed to produce an annual report on CONTEST. This report (prepared by the Office for Security and Counter Terrorism in the Home Office, responsible for co-ordinating CONTEST) covers the period from July 2011 to December 2012, to enable inclusion of security work for the Olympic Games. This report does not cover domestic terrorism in Northern Ireland, responsibility for which lies with the Secretary of State for Northern Ireland. After a very rapid increase between 2003 and 2008, the number of terrorist attacks around the world has levelled off, and casualties from terrorism have marginally declined. But the global threat from terrorism remains high. In 2011 (the latest year for which statistics are available), over 10,000 terrorist attacks occurred in some 70 countries, causing almost 45,000 casualties and over 12,500 fatalities. About three quarters of those attacks occurred in the Near East and South Asia; attacks in Africa and the Western Hemisphere were at a five-year high. Since the publication of CONTEST in July 2011, the threat to the UK from international terrorism (which is set by theJoint Terrorism Analysis Centre) has remained at 'SUBSTANTIAL', meaning that the threat of a terrorist attack remains a strong possibility and may occur without warning. In the twelve months to 30 September 2012, there were 245 terrorism-related arrests in Great Britain: 45 people were charged with terrorism-related offences and 18 convicted; a further 25 people were awaiting trial as at 18 January 2013.

This dissertation identifies policies and organizational options at the local level that could save lives and reduce injury likely to occur from an act of chemical terrorism. It seeks out low-cost ways to improve the current performance level in responding to chemical terrorism, using Los Angeles as a case study. The dissertation attempts to determine the level of risk of chemical terrorism in Los Angeles and identify the anticipated magnitude for which emergency responders and decisionmakers should plan. Then it considers current capability and performance levels in chemical terrorism response and determines a performance goal for response to the planning magnitude. Through modeling and simulation, the dissertation presents low-cost options in equipment, training, organization and doctrine that could improve the response to a chemical terrorist event. Finally the dissertation examines these options in terms of budget considerations in Los Angeles. The dissertation's findings point to decentralizing counter-chemical terrorism equipment throughout the Los Angeles metropolitan area; reformulating those doctrinal policies that may inadvertently slow the mitigation process; establishing low-cost training methods to enhance the specialized knowledge needed to respond effectively; putting polices in place to accelerate the decontamination process; and focusing on an all-hazards approach to preparedness.
